The Historic Highland Park Neighbohrood Council will meet on Thursday, April 5 at the Highland Park Adult Senior Center from 7-9 p.m.

ACTION ITEMS
1. Motion: Adoption of Agenda
2. Discussion and Motion: Approve Minutes for March 15, 2012
3. Discussion and Motion: Change the location of the HHPNC posting from the Police
Museum to the Arroyo Seco Library –Garcia
4. Discussion and Motion: Change HHPNC Board meetings from twice a month to once a
month on the first Thursday of the month –Baird
5. Discussion and Motion: Approve changes required by DONE to the proposed HHPNC
Bylaws by either:
Adding the following statement to the Proposed Bylaws, and deleting all other
references to agenda setting: “The process used for establishing the Board's agenda will be set forth
in the Board's standing rules, (Policies and Procedures) which may be modified from time to time.” with
a new Policies and Procedures containing the three allowable options listed below,
OR
Changing the Bylaws to reflect one of the three allowable options available for agendasetting
with less flexibility of change possible.
Agenda contents may continue to remain open to everyone.
The three allowable options are:
1. The Agenda Committee can be a Standing Committee which must post meetings and
hold them in public.
2. The Board can set the agenda for the next meeting at the end of the previous one with no
discussion over the merits of the item, and may assign someone to establish the order
and standardize the language.
3. The Board can simply assign a person, to establish the order and standardize the
language. .

6. Discussion and Motion: Direct the Rules Committee to re-write the Agenda Policies and
Procedures for Board approval, to reflect DONE requirements. –Dodson, Marquez,
Bonsell
7. Discussion and Motion: Approve hiring a bookkeeper as an assistant to the Treasurer –
Gossett
8. Discussion and Motion: Approve hiring a clerk to record, write, and circulate the
minutes =Gossett
9. Discussion and Motion: Approve forming an Ad-hoc Election Committee –Bonsell
10. Discussion and Motion: Determine how much the HHPNC shall encumber for the NC
election process -Bonsell
11. Discussion and Motion: Approve letter to Neighborhood Councils and DONE regarding
the change in the Budget Advocate Budget Survey process–Gulotta-Miller, Marquez
12. Discussion and Motion; Select volunteers and set a date to do a complete inventory of
the HHPNC storage unit –Marquez
13. Discussion and Motion; Transfer HHPNC equipment, listed by DONE and the City
Attorney, that can no longer be used or be in the possession of the HHPNC (power
