LAPD's report indicates that the shooting was gang related.

"The two guys approached the victim and began yelling derogatory remarks about his gang before shooting," Mejia said.

Despite the , and reports form LAPD's crime tracking service which show that the Northeast Division l regulating gang related activity in Highland Park remains a challenge for the department, according to Detective Mejia.

"These gang members play a cat and mouse game with us," Mejia said. "We have the gang injunction, so they know they're not supposed to be in these neighborhoods, but they still go out there."
