Arroyo Seco Neighborhood Council (ASNC) Regular Meeting of the Board


Monday, September 24, 2012 – 6:30 p.m.Ramona Hall 4580 N. Figueroa, Los Angeles, California 90065


 The public is requested to fill out a “Speaker Card” to address the Board on any agenda item before the Board takes an action on an item. Comments from the public on agenda items will be heard only when the respective item is being considered. Comments from the public on other matters not appearing on the agenda that are within the Board’s jurisdiction will be heard during the General Public Comment period. Please note that under the Brown Act, the Board is prevented from acting on a matter that you bring to its attention during the General Public Comment period; however, the issue raised by a member of the public may become the subject of a future Board meeting.

The agenda’s for the Board’ meetings are posted for public review at the following locations: Mount Washington Elementary School Bulleting Board (3981 San Rafael Ave., 90065); Superior Grocers (133 W. Ave. 45, 90065); Ramona Hall Community Center (4580 N. Figueroa St., 90065); Montecito Heights Recreation Center (4545 Homer St., 90031); Monterey Adult Day Health Care Center (5926 Monterey Rd., 90042); as well as the ASNC’s official website at www.ASNC.us.

1. Welcome and Updates – Department Staff a. Update on the transition of ASNC items, equipment and records b. Update on the release of the ASNC from Exhaustive Efforts


2. General Public Comment‐ The public may provide comments to the board on nonagenda items within the Neighborhood Councils subject matter jurisdiction. However, please note that under the Brown Act, the board is prevented from acting on the issue you bring to its attention until the matter is agendized for discussion at a future public meeting. (Limited to 2 minutes per speaker.)


3. Board Member Comment –Comments from board members are limited to the following areas: (10 minutes) 


•Comment on Board Members’ own activities/brief announcements.


•Brief response to statements made or questions posed by persons exercising their general public comment rights/ask staff questions for clarification.


•Introduce new issues for consideration at the next board meeting


•Request the Department of Neighborhood Empowerment to research on issues and report back to the board at a future time.


4. Discussion and possible action approving the following minutes: August 27, 2012


5. Presentation from Ronjini Mukhopadhyay, representative of Constant and Associates, a consulting firm. Constant and Associates is working with the City’s Emergency Management Department in preparation for the Great Shakeout. (10 minutes)


6. Discussion and review of ASNC Financial Audit, for the period for July 2010 to June 2011, conducted by the Department of Neighborhood Empowerment.


7. Discussion and Possible Action – Update on new hosting web site for the ASNC. The ASNC hosting service may be renewed within a few days.


8. Discussion and Possible Action – ASNC Board may approve recommendations and findings coming from the Rules and Elections and Communication and Outreach Committees’ reports, including, but not limited to approval of funds for candidate forums and other election related purposes.
