I. Call to order - PRESIDENT'S REMARKS [Martha Benedict, President]

II. SECRETARY'S REPORT - Roll call. Approval of minutes for June 27 & July 25, 2011. [Ken Kallman, Acting Secretary] 

III. ELECTION OF OFFICERS - "Officers shall serve a term of one year or until their successors take office. Officers may not serve more than two consecutive terms in the same office."
1. President -"The President shall be the ASNC Executive Officer and President of the Board of Representatives. The President shall be responsible for the general oversight of the ASNC. The President shall set the agenda for, and preside over all ASNC meetings."
2. Vice President - "The Vice President shall assume the duties of the President when the President is unable to perform duties of office. The Vice President shall assist the president in determining the issues that may be put on the agenda.
3. Secretary - "The Secretary shall record the minutes of ASNC meetings and maintain the historical records. The Secretary shall make ASNC records available to the public as required by law."
4. Registrar - "The Registrar shall maintain the membership records of the ASNC and oversee all communications with ASNC members."

IV. Public comment - comments from stakeholders, the public and the Board on non-agenda items within the Board's jurisdiction (limited to two minutes per speaker; please submit speaker card to the President before the meeting).

VII. TREASURER'S REPORT The report is tabled until September. Treasurer is excused for religious observance.

VIII. ACTION ITEMS.  Requests without funding

1. DEPT. OF NEIGHBORHOOD EMPOWERMENT PARKING PERMITS Two non-transferable permits
are issued to each Neighborhood Council. It is recommended that the permits be given to the Treasurer and President, the two board members most likely to require parking for meetings with DONE in the Civic Center. Discussion and vote.

2. DUMPING ON MARMION WAY
The magnitude of dumping and accumulated trash along Marmion Way north of Museum Drive to Monte Vista is appalling. Discussion of strategies to address the problem with possible board action.  [Ann Walnum, Mt. Washington]

3. STREET TREES FROM MAYOR'S MILLION TREES FOR L.A. PROGRAM
The ASNC Environment Committee will coordinate a Free Shade Tree event to be conducted by North East Trees within the ASNC boundaries through the Mayor's Million Trees for L A  program. The committee will facilitate and coordinate requests for planting of new and replacement street trees. [Jerry Schneider, Environment]

4. CITY COUNCIL REDISTRICTING COMMISSION LIAISON
The ASNC should consider creating a new, temporary liaison position (and naming a board member to it), to oversee future deliberations by the 21-member "City Council Redistricting Commission" that will be assembled in the coming weeks. The liaison's goal would be to keep ASNC communities from being further fragmented among numerous Council districts for the next decade, based on the redrawing of district lines following the 2010 U.S. Census. The Commission seats will be filled by political appointees of the City Council members and other elected officials, who may or may not be aware of the distinct nature and boundaries of our 5 member communities. IX. ACTION ITEMS.  Requests with funding

1. LAICHS VIDEO CAMERA [Education in Hermon]
Moved that the ASNC provide $600 for a Neighborhood Purposes Grant to enable Los Angeles International Charter High School to purchase a Sony HVR-HD camcorder and tripod for use in an oral history film project ("Hermon Narrative Project") covering Hermon's first 100 years. LAICHS students come from all over the ASNC area. The video equipment and program will benefit LAI's Art Department art students and the school in their in-house projects public relations and marketing efforts.  The historic community of Hermon will benefit with a videotaped oral history that will be used for Hermons Centennial in 2012 local school assemblies, community meetings, fairs and festivals, local realtor packets, business awareness, our community website and future funding efforts. 2. 6TH ANNUAL NORTHEAST LOS ANGELES VETERANS DAY PARADE [Festivals ASNC at large]
Motion to allocate up to $2000 in community project funds to support the 6th Annual Veterans Day Parade in the Northeast Los Angeles Community. The parade, which is scheduled for 11/13/11, will honor veterans of the Northeast Los Angeles Community. [B&F committee for Ruby Devera]

3. Abatement of Tree of Heaven in public AREAS [Beautification ASNC at large] 
Motion to allocate up to $950 in community project funds  for the services, including all labor and materials, of a state licensed herbicide applicator for the  abatement of Tree of Heaven in public parks and public rights of way within the ASNC boundaries. [Jerry Schneider, Environment Committee]

4. California ShakeOut Disaster Survival Training & Drill Exercise [Public Safety ASNC at large] 
Motion to allocate up to $1950 in community project funds to support survival planning efforts and a large ShakeOut drill exercise in October 2011 at Fresco Market ("Hermon ShakeOut: The Play").  This is considered the most comprehensive, community-based earthquake drill to be conducted in LA and possibly the state.  Funds will be used to puchase promotion banners, refreshments for CERT/CART classes, graduation patches, and drill/survival equipment.  [Mark Legassie, Public Safety Committee]

XII. Adjournment.

Funding requests: Unless otherwise stated in the approved motion, any funds appropriated for community projects as a result of this meeting's actions: (1) will be drawn from the 2011-12 ASNC budget; and, (2) under ASNC standing rules, under ASNC standing rules, expenditure of any such funds must begin WITHIN SIX MONTHS OF APPROVAL BY THE BOARD, or the appropriation will automatically lapse.

The public is requested to fill out a "Speaker Card" to address the Board on any item of the agenda prior to the Board taking action on an item. Comments on Agenda items will be heard only when the respective item is being considered. Comments from the public on other matters not appearing on the Agenda that is within the Board's subject matter jurisdiction will be heard during the Public Comment period. Public comment is limited to 2 minutes per speaker, unless waived or adjusted in the interest of fairness, by the presiding officer of the Board.
