VII. ACTION ITEMS - OLD BUSINESS.  Requests without funding
1. REQUEST RESIGNATION OF ASNC BOARD MEMBERS SEEKING TO FORM A HERMON NC Continued from Janury 23, 2011 meeting: It is requested that ASNC board members who have promoted, sanctioned or otherwise encouraged the community of Hermon to secede from the ASNC resign as board members immediately. Their actions are a clear indication that these board members are not acting nor in the future will act in the best interest of the ASNC and its ideals. Further, these board members seek to dismantle the ASNC as it is defined today by this action. [Raphael Guerin: 10 minutes].
VIII. ACTION ITEMS - NEW BUSINESS.  Requests without funding
1. RECONSIDERATION OF LETTER SUPPORTING LIGHTING OF HERMON SIGN Reconsideration of the Hermon Local Issues request that the ASNC provide a letter of support to the Councilman Jose Huizar in regards to the lighting for the Hermon monument sign located on the 5900 block of Monterey Road. A draft letter of support was provided at the Board meeting. [Ann Walnum: 5 minutes]
2. ETHICS TRAININGDONE requires members to complete Ethics Training within one year of joining the board, to be repeated every two years. ASNC board members will be polled as to who has completed this mandatory training. [Martha Benedict: 3 minutes]
IX. CALIFORNIA HIGH SPEED RAIL PRESENTATION - Alex Shoor of Consensus, Inc. will describe updates to the Palmdale-to-Los Angeles section of the project. Feedback and comments from stakeholders are welcome.. [15 minutes]

XII. ELECTION TO FILL HERMON REPRESENTATIVE VACANCY [Martha Benedict: 10 minutes]
Marina Argueta - “I have lived in the Hermon community for about 27 years and I love this area. I have been involved with the community and have attended some of the meetings when time allows me. I have helped with the clean up and in the emergency preparedness through our Church. thank you so much for your consideration.” 
Maggie Barto - “I have lived along the Arroyo for 29 years, 27 of those in Hermon.  I love living in this part of Los Angeles.  We in the neighborhoods along the Arroyo are able to be involved in many activities promoting this area.  I have been involved with ASNC since its beginning as well as Lummis Day.  When ASNC began as a neighborhood council the things that were brought forth in the meetings were exciting and also a learning experience.  I had no idea how much was going on in the Northeast as well as the city of  Los Angeles.  I would like to be a part of that again.”
Andrea Moran - “My name is Andrea Moran and I have been a resident of Highland Park for over 50 years with the past 40 years being in the community of Hermon. While my children attended public school, I supported their schools by actively volunteering and participating in school activities. I was a parent liaison member of the school board for Arroyo Seco Magnet School and was also a founding board member of Art in the Park in Hermon Park. I am active in community affairs and a few years ago was instrumental in raising $6,000.00 for the scholarship program at Franklin High School. As an active member of the Hermon Special Issues committee I am currently serving on the planning committee for our upcoming 100th anniversary celebration. Thank you for considering my candidacy to the ASNC Board.

XVIII. ADJOURNMENT.
Funding requests: Unless otherwise stated in the approved motion, any funds appropriated for community projects as a result of this meeting’s actions: (1) will be drawn from the 2011-12 ASNC budget; and, (2)  under ASNC standing rules, expenditure of any such funds must begin within six months or by the end of the current council fiscal year (whichever is longer), or the appropriation will automatically lapse.

The public is requested to fill out a “Speaker Card” to address the Board on any item of the agenda prior to the Board taking action on an item. Comments on Agenda items will be heard only when the respective item is being considered. Comments from the public on other matters not appearing on the Agenda that is within the Board’s subject matter jurisdiction will be heard during the Public Comment period. Public comment is limited to 2 minutes per speaker, unless waived or adjusted in the interest of fairness, by the presiding officer of the Board. The agenda is posted for public review at Mount Washington Elementary School Bulletin Board (3981 San Rafael Ave., 90065), Superior Grocers (133 W. Ave. 45, 90065), Ramona Hall Community Center (4580 N. Figueroa St., 90065) Montecito Heights Recreation Center (4545 Homer St., 90031); Monterey Adult Day Health Care Center (5926 Monterey Rd., 90042), as well as the ASNC’s official Website at www.ASNC.us, and distributed via the ASNCAlert Yahoo Group (opt-in E-mail listserv).
