Arroyo Seco Neighborhood Council to Discuss Proposed Bylaw Changes
The board will meet on Monday at 7 p.m. at Ramona Hall to discuss the proposed bylaw changes.
With their funding frozen and their meetings being overseen by the Department of Neighborhood Empowerment (DONE), the Arroyo Seco Neighborhood Council will on Monday evening to discuss several proposed changes to their bylaws which have been deemed "problematic."
The board was placed into the "exhaustive measures" program--which gives DONE authority to freeze the council's funding and run their meetings--as a last ditch effort by DONE to address on going in-fights and questions about financial impropriety.
The bylaw revisions proposed by the City Attorney's office would change the way that stakeholders can file grievances, request amendments to existing bylaws, request initiatives and referendums and recall sitting board members.

In most cases, the proposed changes would take power out of the hands of stakeholders and place them in the hands of board members.
According to the proposed bylaws, stakeholders would no longer be allowed to vote on proposed bylaw amendments. While stakeholders would retain the right to propose initiatives and referendums, they would no longer be able to vote on those measures.

Stakeholders would also lose the power to vote in recall elections.
The manner in which the ASNC deals with grievances--the process by which stakeholders can complain about board members breaking their own rules--would also change
In the past, stakeholders who were not satisfied by the manner in which their complaints were handled would have their grievance forwarded to the Department of Neighborhood Empowerment. Under the proposed bylaws, the board itself would vote on remedies to stakeholder grievances.
The proposed bylaws will get a first hearing tonight, but will not be voted on by the board. The ASNC will meet at 7 p.m. inside .
