According to LAPD Northeast Division Sergeant Lisa Phillips, the suspect had allegedly stolen a car from a dealership in Monterey Park. Phillips said that the vehicle was equipped with On-Star technology, and that the engine automatically shut off in Highland Park.

Phillips said that a Northeast Division officer heard the radio transmission reporting the stolen car, and began a pursuit of the suspect.
