Crouch, who was on the scene shortly after the incident occurred, said the dog was electrocuted between 8 and 9 a.m. on Monday. Though the details have yet to be confirmed, he said that several witnesses were told that LADWP officials believe the utility box became charged when it was tampered with by copper thieves.

He added that a relative of the dog's owner also felt a brief shock when attempting to pull the dog away from the utility box.
