What happened on Figueroa

I can't find any information on this website but wondering if anyone has info.......there's an altar on Figueroa before Yosemite and it looks like it's dedicated to someone who was shot in that area. The altar has been up and has changed over the last two or three weeks. Does anyone know what happened?
