1. WELCOME AND INTRODUCTIONS ASNC President Martha Benedict (1 min.)


2. INSTALLATION OF NEWLY ELECTED BOARD MEMBERS  (10 min.)


3. ELECTION OF OFFICERS (15 min.)


Nominations and voice vote by the board. The current President presides until the new President is elected. Officers shall serve a term of one (1) year or until their successors take office. Officers may not serve more than two (2) consecutive terms in the same office.


A. PRESIDENT Duties and responsibilities shall include, but not be limited to being the ASNC Executive Officer and President of the Board of Representatives. The President shall be responsible for the general oversight of the ASNC. The President shall set the agenda for and preside over all ASNC meetings.


B. VICE PRESIDENT  Duties and responsibilities shall include, but not be limited to assuming the duties of the President when the President is unable to perform duties of office. The Vice President shall assist the president in determining the issues that may be put on the agenda.


C. SECRETARY Duties and responsibilities shall include, but not be limited to recordingthe minutes of ASNC meetings and maintaining the historical records. The Secretaryshall make ASNC records available to the public as required by law.


D. TREASURER Duties and responsibilities shall include, but not be limited to maintaining the financial records of the ASNC and overseeing all finances. The Treasurer shall submit account statements to the Department in accordance with the Department requirements. The Treasurer shall report on the financial status of the ASNC at each regular meeting, and make ASNC financial records available to the public as required by law. The Treasurer shall adhere to the ASNC Fiscal Procedures.


E. REGISTRAR Duties and responsibilities shall include, but not be limited to maintaining the Stakeholder records of the ASNC and overseeing all communications with ASNC Stakeholders.


4. GENERAL PUBLIC COMMENT (10 min.)The public may provide comments to the board on nonagenda items within the Neighborhood Councils subject matter jurisdiction. However, please note that under the Brown Act, the board is prevented from acting on the issue you bring to its attention until the matter is agendized for discussion at a future public meeting. (Limited to 2 minutes per speaker.)


5. BOARD MEMBER COMMENT Comments from board members are limited to these areas: (10 min.)


• Comment on Board Members’ own activities/brief announcements.


• Introduce new issues for consideration at the next board meeting

8. TREASURER’S REPORT (10 min.) Judy Knapton • Summary of unrecovered property as requested by Department. of Neighborhood Empowerment • Election and related Outreach expenditures drawn from 2011-12 encumbered funds • 2012-13 budget to be reviewed by new Budge & Finance Committee


9. RULES & ELECTIONS-COMMUNICATIONS & OUTREACH REPORT (10 min.) Jack Fong and Ariel Van Zandweghe


10. APPOINTMENT OF BOARD MEMBERS TO STANDING COMMITTEES (15 min.)


A.  RULES & ELECTIONS COMMITTEE The Rules and Elections Committee is chaired by the Vice President. The Rules and Elections committee shall propose standing rules as necessary. The Rules and Elections Committee shall organize and administer ASNC elections. The committee shall prepare all elections materials and shall provide them to the Communications and Outreach Committee for distribution.


B.  BUDGET & FINANCE COMMITTEE The Budget and Finance Committee is chaired by the Treasurer. This committee including the system of financial accountability as required by the Department. The committee shall be responsible for the oversight and administration of all ASNC financial matters, shall present a proposed budget for board approval on an annual basis.. Extraordinary obligations amending the budget shall be approved by the Board


C. COMMUNICATIONS & OUTREACH COMMITTEE The Communications and Outreach Committee is chaired by the Registrar. The Communications and Outreach Committee shall communicate with all ASNC Stakeholders in accordance with the Brown Act. Outreach will include regular distribution of flyers and agenda notifications in public places and local newspapers, announcements by email to addresses provided at registration, and, subject to budget limitation, timely mailings to members, publication of a newsletter and maintenance of a website. The Communications and Outreach Committee shall maintain the Stakeholder roster to enable the ASNC to carry out all organizational functions specified in these Bylaws. The Communications and Outreach Committee shall report periodically to the Board as to the demographic composition of the Stakeholders.


11. APPOINTMENT OF BOARD MEMBERS TO MAYOR’S BUDGET DAY 11/17/12 (10 min.)


The Mayor’s Community Budget Day event will be held on Saturday, November 17 from 8:00 am – 12:00 pm in City Hall. Every NC has been asked to elect or appoint two Neighborhood Council Budget Representatives (NCBRs).


12. AD HOC COMMITTEE TO REVIEW RECENTLY APPROVED INCOMPLETE BYLAWS (10 min.)


The recently approved ASNC Bylaws contain some internal contradictions and omissions and may not be consistent with existing Standing Rules. This motion calls for the establishment of an Ad Hoc Committee of three board members to review the Bylaws and Standing Rules for omissions and inconsistencies and to report back to the board at the November 2012 meeting for possible action. If more than three members volunteer, a voice vote will held to appoint the three members.


13. ADJOURNMENT


The next meeting of the board will be Monday, November 26 at Ramona Hall, 7:00 p.m.



Funding requests: Unless otherwise stated in the approved motion, any funds appropriated for community projects as a result of this meeting’s actions: (1) will be drawn from the 2012-13 ASNC budget; and, (2) under ASNC standing rules, expenditure of any such funds must begin WITHIN SIX MONTHS OF APPROVAL BY THE BOARD, or the appropriation will automatically lapse.



The public is requested to fill out a “Speaker Card” to address the Board on any item of the agenda prior to the Board taking action on an item. Comments on Agenda items will be heard only when the respective item is being considered. Comments from the public on other matters not appearing on the Agenda that is within the Board’s subject matter jurisdiction will be heard during the Public Comment period. Public comment is limited to 2 minutes per speaker, unless waived or adjusted in the interest of fairness, by the presiding officer of the Board. The agenda is posted for public review at Mount Washington Elementary School Bulletin Board (3981 San Rafael Ave., 90065), Superior Grocers (133 W. Ave. 45, 90065), Ramona Hall Community Center (4580 N. Figueroa St., 90065) Montecito Heights Recreation Center (4545 Homer St., 90031); Monterey Adult Day Health Care Center (5926 Monterey Rd., 90042), as well as the ASNC’s official Website at www.ASNC.us, and distributed via the ASNCAlert Yahoo Group (opt-in E-mail listserv).
