Movie Night Funding, Future of Starbucks Drive-Thru on HHPNC’s Thursday Agenda

The Historic Highland Park Neighborhood Council will also take up budget issues and requests for grants.

The Historic Highland Park Neighborhood Council is scheduled to meet today, Thursday, from 7 p.m. to 9 p.m., at the Highland Park Senior Citizen Center on 6152 N. Figueroa St.

Here are the highlights of the council’s agenda:

• Discussion and possible action: Consider the merits of awarding up to $1,500 via a Neighborhood Purposes Grant to Aztecs Rising to fund a neighborhood clean-up on a date yet to be decided. The grant will be used to purchase tools, food, and pay a stipend to the cleaners.

• Discussion and possible action: Consider the merits of awarding up to $1,500 via a Neighborhood Purposes Grant to the Lincoln Heights Youth Association to fund their football program, which needs shoulder pads.

• Discussion and possible action: Approve the allocation of up to $1,000 to purchase a new or used PA/mixer board to update the HHPNC’s sound system.

• Discussion and possible action: To approve up to $200 for promotional pencils for HHPNC outreach events.

• Discussion and possible action: Authorize the HHPNC Budget and Finance Committee to determine which items in the 2013-2014 budget can be pre-paid during 2012-2013 so that no funds are returned to the City's coffers on July 1. Pre-payment for an amount not exceeding  $4,500 would be needed on or before June 14, after which the city’s purchase card (P Card) will become inactive.

• Discussion and possible action to approve up to $1,350 for a second HHPNC Movie Night Under the Stars on June 29. Expenses to be allocated for movie screening company, licensing fees, promotional flyers and snacks.

• Discussion and possible action to create an ad-hoc committee to develop and submit a 2013-2014 Neighborhood Council Budget Package for HHPNC approval.

• Discussion and possible action: Request that HHPNC support and endorse the California Disclose Act (bill SB52), which would expand existing provisions in the state so that every advertisement on television, radio, printed news periodicals and mailers would prominently list the source of funding for the ads, besides showing who politicians will answer to if elected, as well as who benefits from the passage of a particular proposition.

• Discussion and possible action regarding an update on the HHPNC's process to fill two vacant seats, as requested by the board, to be carried out by the Outreach committee.

• Discussion and possible action requesting an update on the status of the board-approved installation and usage of police cameras in Highland Park.

• Discussion and possible action to hear and support the request of the owners of the Hermosillo on York Boulevard for a conditional use permit to brew and sell their own brand of beer within their existing space.

• Discussion and possible action to support the LANCC request that one neighborhood council representative from each of the seven planning areas be given a seat to participate in the city's Executive Employee Relations Committee.

• Discussion and possible action to approve letter from Land Use Committee regarding Highland Park’s first Starbucks drive-thru, proposed to be located at 6240 York Blvd. near the Figueroa Street crossing.
